南水北调工程设计优化收益分配模型分析

    南水北调工程是我国史无前例的巨型跨流域、跨多省(市)的调水工程,在工程可行性研究和初步设计阶段,虽对工程进行了反复优化,但由于工程的复杂性和不确定性,工程详细设计,特别是招标设计过程还存在较大的优化空间。如何调动工程设计方在工程招标设计过程优化工程的积极性,在分析了工程招标设计过程中设计方和发包方的支付和所面临风险的基础上,以双方在优化工程过程中所承担风险责任的大小为准则,构建了优化工程收益分配模型,并讨论了该模型中相关参数的估算方法。案例分析表明,按该优化工程收益分配模型计算,设计方所得收益占总收益的34.33%,发包方所得收益占总收益的65.67%;设计方所得收益为优化工程支付的6.90倍,发包方所得收益基本为净收益。显然,在这一分配机制下,将能充分调动设计方和发包方优化工程的积极性,并实现“双赢”。

    Abstract:

    In China, the South-to-North Water Transfer Project is an unprecedented giant water diversion project, which is inter-basin and across multiple provinces. Although, repeated optimization has been done during project feasibility study and preliminary design stage, detailed design, especially biding design, still has room for optimization according to the engineering complexity and large uncertainty. It is worth studying how to stimulate the designers’ enthusiasm to optimize the project during biding design. This paper analyzed the cost of payment and risk which both the designers and client are faced with during biding design. Then, based on the risk responsibility shared by both parties, income allocation model for project optimization has been constructed. Also, the estimation method of related parameters has been discussed. Case analysis shows that, if the income allocation model for project optimization was used, income of the designers accounts for 34.33% of the total income, and income of the client accounts for 65.67% of the total income. The income of the designers is 6.90 times more than the designers’ payment, and income which the client acquired is net income basically. Obviously, on the basis of this distribution mechanism, the enthusiasm of the client and designers could be stimulated fully, and achieving a two-goal win would be possible.
