高校专利研发中“鲁日观念”表征及问题研究

国家近期密集发布系列文件推动“协同创新”,引导解决科研资源配置分散、封闭、低效等问题。本文以江苏南京高校专利研发为分析案例样本,对近30年来高校专利研发中“协同创新”工作提供一种“表征水平、呈现问题”方法,呈现高校专利研发中“鲁日观念”存在程度,探讨与其相关“协同创新”问题、改进策略,以利于我国高校专利研发切实从“鲁日时代”走向“协同创新时代”。
