制度质量与企业技术创新追赶绩效—基于工业企业数据的实证分析

摘要:

后发经济体的技术追赶已进入了技术范式变化的调整期,企业实践逐渐由技术跟随向技术创新追赶转移。本文以2005-2007年披露了研发支出的相对完整且连续的工业企业数据为研究样本,基于制度质量视角,构建了企业技术创新意向和创新追赶速度的二阶段回归模型,从政治稳定、政府效能、监管质量、法律制度以及腐败控制这五个维度检验了中国企业技术创新倾向和技术追赶绩效的影响因素。研究结果显示,各指标对中国企业技术创新意向和追赶绩效均存在不同程度的正效应；相较于法律制度,其他制度变量对中国企业技术创新意向的正效应比创新产出增长率更显著,而企业的创新产出增长率对法律制度健全性的敏感度比创新意向更高。本文在研究的基础上,结合当前“互联网 ”背景提出了关于提升制度质量的建议,以期为激励中国企业技术创新追赶和经济可持续发展提供理论支撑。

Abstract:

Latecomer economies have entered a technological paradigm adjustment period,Business practices gradually shift from technology followed to innovative catching-up。This paper use industrial enterprises’ data of 2005 - 2007 years as sample, because it began to disclose research data in 2005,and based on the perspective of quality ,build the two- stage regression model of enterprise technology innovation intent and innovation catching-up performance, from the political stability, government effectiveness, regulatory quality, the legal system and corruption control discusses factors affecting the tendency and performance of enterprise technology innovation .The results showed that the index of institutional quality of enterprise technology innovation intent and performance have a positive effect of different degrees；Compared to the legal system, the positive effect of other institutional indicators on the technological innovation intention of enterprises is more significant than that of innovation output, and the sensitivity of the innovation output growth rate to the legal system is higher。Based on the study, combined with the current "Internet " background made some advise on enhance institutional quality, with a view to encourage Chinese enterprises to catch up with technological innovation and sustainable economic development to provide theoretical support.
