运用1995-2014年大型工业企业与政府投入相关数据，实证分析政府R&D投入对企业基础研究的影响。结果显示：企业自身基础研究投入少且占比呈现下降趋势；政府R&D投入短期对企业基础研究投入有替代作用，但长期来看具有显著促进作用；企业投入基础研究短期内产出并不显著，但企业营业收入增加会显著促进基础研究产出，企业研发人员投入长期也有利于基础研究的开展；政府R&D投入短期内对基础研究产出没有显著作用，但长期来看是有效的。基于此，提出了相应的对策与建议。

With the large-scale industrial enterprises and government input’s data from 1995 to 2014, this paper makes empirical analysis on the impact of government R&D investment on enterprise basic research. The results showed that enterprise’s basic research investment is less and the proportion show a declining trend. And government R&D investment has substitution effect on the basic research of enterprise investment in the short term, but has significant promoting effect in the long-run term. At the same time, the output of enterprise’s basic research is not significant in the short term, but enterprise’s income will significantly promote the output of basic research, and investment in R&D personnel is also conducive to the development of basic research in the long run. Furthermore, government R&D investment has no significant effect on the output of basis research in the short term, but in the long run is effective. Thus, the corresponding countermeasures and suggestions are put forward.
