基于市场导向的政府购买科技服务模式研究

摘要:

科技服务作为一种特殊的公共服务,具有高度专业性、公益性、知识密集型等特征。通过政府购买的方式为社会提供科技服务,目前国内还处于探索阶段。市场导向视角下如何针对科技服务的特殊性构建政府购买模式具有重大理论和现实意义。本文基于政府购买公共服务的四种基本模式,针对科技服务的特殊性,构建了市场导向的政府购买科技服务新模式,并提出相应的政策建议。

Abstract:

As a special kind of public service, scientific and technological service has the characteristics of high degree of professionalism, public interest, knowledge intensive and so on. Through the way of government purchase service to provide scientific and technological services for the community, is currently in the exploration stage. How to construct the government purchase pattern for the special construction of science and technology service has great theoretical and practical significance. Based on the four basic modes of government purchase of public services, this paper build a new model of government purchase of science and technology service, and put forward the corresponding policy recommendations.
