Abstract:Scientific research project with funds from government spending is of great significance for basic research in colleges and universities. Taking 2648 projects of this decade in one university with industrial features as the sample, we research the relationship among the formation of the industry structure, age structure of the project leader, work hours, and the actual to account funds in scientific projects of college and university. The study have shown that reform of the national science and technology plan is of great importance for scientific research in colleges and universities, so collaborative innovation is in urgent need; acute structural contradiction in scientific research and development, Pareto Principle effect is significantly, intensify training of young teachers. The national natural science fund has become an important sources of funds of scientific research in colleges and universities, should pay more attention to create conditions for basic research; Need to be adapted to promote scientific and technological innovation ability of personnel system, industry engineering colleges and universities in the field of social science research is weak, be badly in need of policy guide incentive.
