Abstract:This paper takes York University and Biotechnology and Biological Sciences Research Council in UK as samples, analyzes their human resources management on R&D staff, covering recruitment, posts management, remuneration structure & levels, and income rewarding mechanism. The empirical study shows that staff management is at the discretion of the establishments in UK public research sector; Hierarchial structure in post management with correspondingly remuneration scheme, of which fixed annual salary is the main component, is generally adopted; Diversified income rewarding mechanisms are implemented; and performance evaluation mechanism emphasizing both input side and output side is the solid basis for establisging a fair income system.
