科技型小微企业是我国国民经济的重要组成部分,是推动科技创业创新和产业转型升级的基础,但其存在的融资难、人才匮乏和创新能力弱等问题限制了自身的发展。本文在引入“前孵化器”的概念和分析其功能定位的基础上,以问题为导向,探索高校“前孵化器”的建设以机制、定位和目标的创新,建立高校创业链条服务体系,促进学校科技成果转化,实现科技创业。

The science and technology micro-enterprises are an important part of our national economy and the foundation to promote technological entrepreneurship innovation, industrial transformation and upgrading, however the financing difficulties, lack of talent and weak innovation ability and other issues limited their own development. This paper introduced the concept of “pre-incubator”, analyzed on its functions. Base on problem oriented, we explore the construction of colleges and universities “pre-incubator” to the innovation of mechanism, position and target, set up the University Entrepreneurship chain service system, promote the transformation of scientific and technological achievements, and realize technology start-ups.
