江西省科技政策实施现状及分析

The implementation status and analysis of science and technology policy in Jiangxi province

本文以调查问卷的方式，对江西省2006-2014年间围绕《规划纲要》颁布实施的各类科技政策的实施现状进行了调查，分析了政策实施过程中存在的问题与成因，同时收集了企业创新过程中对科技政策的诉求与建议，并采用AHP模型对企业政策需求进行了定量研究，研究结果表明：当前企业对科技政策需求的重点已不再是政策措施本身，而是了解政策与落实政策。最后就进一步落实和完善现行科技政策体系提出了相关建议。

Abstract:

In this paper, we analysis the existing problems and causes in the process of policy implementation by using a questionnaire which reveals the implementation status of various promulgated science and technology policy issued from 2006 to 2014 around the "Plan" in Jiangxi province. Meanwhile, we collect some enterprises’ demands and suggestions over science and technology policy in the course of innovation. We also employ the AHP model making a quantitative study for corporate policies demand. And our empirical results show that currently, the company’ demand on science and technology policy is not the simple policy measure anymore, but the concrete policy implementation. What’s more, we make some relevant recommendations that are conducive to further implementing and improving the existing system of science and technology policy.
