基于创新系统方法的制定可持续创新政策的关键问题研究

Research on Key Issue to the Sustainable Innovation Policy Process Based on Innovation Systems Approach

摘要:

随着经济的不断发展,可持续发展所需要解决的问题在不断增加,可持续创新日益受到人们的关注,要推动可持续创新,可持续创新政策是至关重要的。本文运用创新系统方法分析了制定可持续创新政策要解决的关键问题,单向政策向可持续创新政策转型要做到一是要使得创新政策和环境保护政策相融合,二是创新系统和政策过程要充分互动,用系统思想推动可持续创新政策服务于可持续发展。

Abstract:

With the continuous economic development, the problems need to be solved in sustainable development is increasing; sustainable innovation is concerned by people, if the sustainable innovation were promoted, the sustainable innovation policy is essential. In this paper, we apply the innovative systems approach to analyze the key issues of sustainable innovation policy process to be solved, the unidirectional policy transition to sustainable innovation policy should have done the following:(1) stimulating the development of a sustainable innovation policy regime, bringing together innovation and environmental policy regimes; (2) applying systems thinking, engaging with the interactions of innovation systems and policy-making processes, to promote a transition to sustainability.
