论文通过问卷调查与访谈的基础上,研究泛珠九省应急管理现状,在很大程度上应了我国各级应急管理发展。分析领导干部对于对重大突发事件的基本认识、当前重大突发事件政府管理现状、政府应急管理中存在的问题。从中研究应急管理的规律、政府应急管理模式及其存在的问题, 并指出了必须针对重大突发事件现状,需要变革当前的管理模式, 构建相应的政府应急管理新的体系。

On the basis of study of emergency management status of nine pan pearl provinces, We found that the development of our government emergency management at all levels is not very good. The leading cadres for the basic understanding of a major incident are the same, There also have some problems exist in the government's management system, the cadres who in charge the government agency need to study more about the law of emergency management, the government emergency management model. The investigation points out that cadres need to understanding the current situation of major events, try to reform the current management mode, and build the new system of government emergency management accordingly.
