以低碳城市为研究对象,认为低碳城市工作也是一个复杂的系统工程。低碳城市系统包括目标系统、运行系统、保障系统、控制系统。低碳城市工作中的低碳城市规划对应于目标系统、低碳城市建设对应于运行系统、低碳城市管理对应于保障系统。要统筹规划、建设和管理三大环节,需要强化低碳城市的控制系统。建议成立“总体设计部”,并充分运用协调控制的方法和技术。

The low carbon city work is a complicated system engineering. The low carbon city system includes target system, circulate system, guarantee system and control system. In the low carbon city work, the low carbon city planning should be target system, the low carbon city construction should be circulate system, the low carbon city management should be guarantee system. The low carbon city control system needs to enhance so as to orchestrate programming, construction and manage three greatest links. The paper suggests to establish a total design department, and to make the most of the method and technique of moderating control.
