Urban governance ecosystem: connotation and construction in innovative perspective —— A cluster case of Suzhou’s nano industry

摘要:

城市治理的现代化是治理权力向下转移和多元分享的过程,同时也是治理资源合理配置和有效整合的过程。今天,市场力量和社会力量的迅速成长,迫切需要多元治理主体在共同基础上的合作与协调。建构“城市治理生态”是实现治理现代化的可行路径,苏州纳米产业发展和区域治理的实践代表了这一治理趋向。充分引入多元治理主体参与,能够实现不同主体之间正向外部性的聚合和放大,增强治理的动态开放性。权力下行后,行政部门转而关注市场和社会力量形成自组织的治理平台培育,以期实现治理要素的互补性匹配,进而共享治理成果。苏州治理实践对于选择城市治理目标、路径具有突出的示范价值。

Abstract:

The modernization of urban governance is the process that governance power goes down and share multiply,as well as reasonable allocation and effective integration of governance resources.Nowadays, the rapid growth of market and social participant make an urgent need on multiple governance ,in which participant cooperation and coordination on the basis of common ground.The construction of ecosystem governance modernization path, suzhou’s practice of industry development and regional governance represents a trend for that. After fully introduce of multiple governance participate, aggregation and enlarge of positive externality among them will strengthen the dynamic openness of governance. As long as power goes down, the administration turn to focus on the self-organizing governance platform formed by market and social participate ,and expecting to achieve complementarity match of governance elements , then share the achievement of governance overall.In choosing objectives, path of urban governance, Suzhou’s governance practices has outstanding demonstration value .
