医药产业技术创新战略联盟是涉及多元利益相关者的集合体，技术创新不同阶段的特性决定了利益相关者在各阶段所扮演的角色和发挥的作用应有所不同。因此，只有明确利益相关者在技术创新链上作用的动态演化，才能有针对性地最大化发挥利益相关者的作用，实现医药联盟的有效运行。结合技术创新链与利益相关者理论，分析了技术创新不同阶段利益相关者的构成、角色及其作用，为更好地发挥医药联盟利益相关者的作用以提高联盟运行效率提出了建议。

Pharmaceutical industry strategic alliance involves multiple stakeholders. Different characteristic of each stage of the technologicl innovation chain means that the stakeholes should play different roles in each stage. Only understand this, can measures be taken to maximize the function of stakeholers. Combined the theory of technologicl innovation chain and stakeholer, the composition, role and action mechanism of the stakeholers in each stage were analysised, suggest on how to improve the efficiency of alliance operation were provided.
