地方专利资助的政策分析与对策研究

摘要:

专利资助政策是促进地方专利事业发展的重要举措,大大提高了地方专利的申请数量,但是随着对专利质量提升的要求,资助政策也需做出相应的调整。这篇文章主要从专利资助对象、资助类型、资助额度和资助程序四个方面对我国30个省(市)的专利资助政策进行深入系统地分析梳理,从中找出地方专利资助政策存在的对象不明、审查不严、缺乏激励等问题,并提出地方专利资助政策的引导机制、审查能力建设、专项资助等对策建议,从而为资助政策适应新要求提供决策参考。

Abstract:

The funding policy for patent application improved greatly the number ofSpatent applications, and promoted the development of patent cause of every province in China.SBut with theSrequirementsSofSpatent’s quality promotion,Sfunding policySalso needs toSmake the corresponding adjustment. The article analyses patent subsidy policy of 30 provinces in our country mainly from the object, type, amount, and program of patent application funding, and finds out the problems such as fundingSobjectStargeted is not strong,Sfunding review processes not strict,Sthe lack of effective incentiveSfor outstandingSpatents and so on. Finally puts forward some suggestions including paying attention to the effect of patent subsidy policy , enhancing theSleading roleSof patent subsidy policy, strengthening the construction ofSpatent funding grantSreviewSability, strengthening the special funding, in order toSprovide guidance for financial aid policySto adapt to the new requirements.
