基于近三年来我国在全球创新指数(GII)上的排名分析,认为,一方面我国的创新能力整体上已经达到全球中上水平的层次,但另一方面我国又存在着十分突出的创新能力缺陷。具体来说,我国的创新制度环境明显不佳,创意产出明显不高,人力资本存在明显缺陷。针对制约我国创新能力的这些关键因素,系统提出了消除创新障碍、变创新阻碍因素为创新驱动因素的政策建议。

This paper analyzed the national ranking of China in Global Innovation Index in nearest three years, and found that the innovation capacity of China, on the one hand, has reached a middle high level in the world overall, but on the other hand, has still possessed many obvious flaws. Specifically, the institutional environment for innovation in China is still poor, the creative output of the country is still low, and Chinese human capital is still defective. And the corresponding policy recommendations to eliminate obstacles and drive innovation were put forward in the end.
