环境约束下的能源效率国际比较研究——基于20国集团的实证检验

摘要:

本文从绿色化视角出发,构建环境约束下能源效率的分析框架和相应的非期望EBM测算模型。通过对20国能源效率的全新测度表明：2000-2010年间,发达国家的能源效率最高,其次为发展中国家,金砖国家最低；但在观测期内,金砖国家实现了效率的快速追赶,不断向发展中国家和发达国家组靠近；美国、英国、法国实现了DEA有效,巴西则为金砖国家中的高效典范；中国效率得分排名第18位,不但显著低于20国先进水平,并且显著低于金砖国家平均水平。

Abstract:

An analytical framework and the corresponding Undesirable Epsilon-Based Model (EBM) for energy efficiency evaluation with environmental constraints have been established from the perspective of greenization. The findings from the empirical tests of the G20 demonstrate that: from 2000 to 2010, the advanced economies achieved the highest efficiency level followed by the developing countries, while the efficiency of the BRICS (Brazil, Russia, India, China, and South Africa) received the lowest value among the sub-groups; nevertheless, the BRICS has been catching up with the advanced and developing groups throughout the period; the U.S., the U.K., and France achieved the optimized frontier, whereas Brazil performed the best among the BRICS; China’s efficiency ranked the 18th, which was significantly lower than the average level of the advanced countries and BRICS.
