技术就绪度评价是在国内外重大科研项目中广泛应用的技术成熟度评价方法，通过将技术成熟过程量化，判断技术所处的阶段和一般可用程度，用以指导技术发展下一阶段的工作。我国国家水专项在“十一五”以来已研发产出600多项新技术，根据水专项技术不同特点，将其分为治理类技术、管理类技术、产品装备和平台类技术，根据不同类型技术的研发过程和特点，分别提出三类技术的9级就绪度定义及评价准则；同时,基于对水专项技术层级的分析，将其划分为单项技术、集成技术与成套技术，单项技术成熟度按就绪度评价准则直接评价，集成与成套技术成熟度按系统成熟度矩阵计算法评价。

Technology Readiness Level(TRL)is a technology maturity evaluation method which is widely used in major scientific research projects. It can determine the stage and the general availability of the technology by quantifying the maturity of technology, and then to guide the development of the technology. Since China set up the water special project, it has developed more than 600 new techniques. According to different characteristics, the water special techniques can be divided into control techniques, management techniques, product equipment and platform techniques, and puts forward the TRL; meanwhile, according to the technical structure, the water special techniques can also be divided into single technology, integration technology and complete set technology. The single technology assessment method is a direct evaluation based on the TRL, while the integration technology and complete set technology evaluation are based on the matrix calculation method.
