科技人才管理是个系统性工程,通过对广东省1875份科技人才问卷调查研究发现,当前广东省科技人才管理存在政策宣传不到位、创新氛围不浓厚、科技资源分配不均衡、人才评价不科学、激励成效不明显、流动机制不完善等问题。在实证调查的基础上,提出坚持完善区域创新体系、重塑人才评价导向、做好科技人才“后勤保障”、破除阻碍人才流动的体制机制障碍等措施。

The management of the human resources in science and technology(HRST) is a systematic project. Based on the 1875 questionnaires of Guangdong province, some problems are found as the poor propaganda of the policy, the poor innovation environment, the misallocation of resources, the improper means of professional evaluation, the poor motivation, and the low mobility. At the end, some proposals are put forward in this paper as the improvement of the regional innovation systems, the reestablishment of the orientation for appraisal, the tight logistics, and the removal of restrictions hindering the mobility.
