在当前我国科技成果转换率低下、研发成果稳定性与可靠性普遍不足的情况下，技术就绪度方法为管理部门提供了行之有效的管理和评估工具。本文首先对技术就绪度发展及应用情况进行调研，在此基础上对该方法在国家仪器专项项目中期评估中的应用进行了总结分析。实践表明，技术就绪度方法对重大共性关键技术和应用示范类的国家科技计划项目评估具有适用性，可以对项目管理决策、质量控制、风险防控等发挥重要作用。

Under the circumstances of low S&T achievements conversion rate, poor stability and reliability of R D achievements, Technology Readiness Level (TRL) method becomes an effective tool for management and evaluation. This paper investigated the development and application of TRL tool. On the basis of optimization and redesign, the tool was then applied to the Project Mid-term Evaluation of the National Science Instrument Program. The practice show that the TRL method is highly applicable and play an important role on decision making, quality and risk control of the management.
