Abstract:This paper, considering “the allocation information of shared resources in the two sub-systems”, constructs an evaluation index system of the R&D innovation efficiency for China’s high-tech industry from the two-stage perspective of technological development and achievement transformation sub-stage. It employs shared input two-stage DEA model to evaluate the R&D innovation efficiency of 29 provinces in China during 2008-2014. The results show that the overall efficiency of China high-tech industry R&D innovation is not high, and the efficiency of the eastern area is higher than other regions. There are significant differences in all provinces, and the overall efficiency of China high-tech industry R&D innovation shows an inverse U-shape trend. The technological development efficiency is higher than achievement transformation efficiency significantly, and 27.5% of the R&D innovation efficiency utilization model across the country belongs to “high technological development, high achievement transformation” type. Finally, according to the actual situation of high technology industry in China, some policy suggestions are given.
