随着大气污染、环境恶化等问题的日益加剧,经济和社会的可持续发展对电力行业提出了节能减排的发展要求。本文在电力市场背景下,针对发电商和售电商组成的电力供应链,并考虑电力行业碳减排技术投资与否两种情况,分别构建了发电商、售电商两级供应链模型和发售一体化的一级模型,探究了消费者碳足迹敏感系数、碳排放限额及碳减排成本系数对电力供应链成员最优决策和减排效果的影响。研究表明,电力供应链可以通过投资碳减排技术获得更大的利润,同时减少碳排放量;在电力供应链一级模型中,由于发电企业和售电公司信息共享、共同决策,可以实现电力供应链整体利润的最优;政府在制定碳排放政策时,合理的碳排放限额能够有效降低电力供应链的碳排放量,同时提高供应链利润,实现经济与环境的协调发展。

Along with the aggravating of air pollution and environmental degradation, the sustainable development of both economy and society rises make a request for low-carbon development of electric power sector. In the context of electricity market, this paper considering two conditions of whether carbon reduction technology is invested or not, a two-stage supply chain model composed of a generator and a electricity retailer is established, and a one-stage supply chain model is also established. The influence of consumer’s sensitivity coefficients on carbon footprint, carbon emission cap and carbon abatement cost coefficient on enterprises’ decisions and carbon reduction is studied. The result shows that the power supply chain can gain more profits and reduce carbon emissions by investing in carbon emission reduction technology; In the one-stage model of the power supply chain, the optimal profit of the whole power supply chain can be realized because of the information sharing and decision-making of the power generation enterprises and Power Grid Corp; When formulating the policy of carbon emission, the government can effectively reduce the carbon emissions of the power supply chain, and increase the profit of the supply chain and realize the coordinated development of economy and environment.
