中央高校科研基本业务费管理政策研究

摘要:

中央高校科研基本科研业务费自2008年试点至今已有7年,对高校青年教师的支持和培养取得显著效果。本文选取14所以理工为主的985大学为分析样本,对各高校的项目类型设置、遴选方案、项目管理、绩效评价等展开对比分析,同时从国家自然科学基金获批项目的变化情况对各高校的实施效果进行了评价。最后,对中央高校科研基本业务费的项目评审、过程管理和绩效评价等管理政策提出建议。

Abstract:

The central research basic scientific research in colleges and universities business expenses pilot has been seven years since 2008, young teachers in colleges and universities support and training to achieve significant results. This article selects 14 sample of 985 university of science and technology for analysis, the project type, the selection scheme, the project management, the performance evaluation, etc. A comparative analysis, at the same time, from the national natural science fund project approved changes to appraise the effect of the implementation of the various colleges and universities. Finally, the project review, process management and performance evaluation of management policy Suggestions are put forward.
