风能资源利用效率评价方面,目前尚未形成完整的评价体系,仅有的评价指标失之片面。基于此,构建了综合评价体系,从风能开发、能质效率、技术水平、电网接纳、风能消纳五个视角全面反映风能资源利用效率,并采用改进型灰靶理论建立了评价模型。最后,以2015年甘肃、吉林等典型省份相关数据为算例,证明了该评价模型的有效性和实用性,并根据结论给出提升风能利用效率的政策建议。

According to exist problem without holonomic evaluation system andSone-sidedness of existing indicators in respect of wind resource use efficiency evaluation, evaluation model based on the improved gray theory was constructed by constructing comprehensive evaluation system, that reflect wind utilization efficiency from five views of wind energy exploitation, energy-quality efficiency, technological level, power grid receptive ability, wind energy consumption comprehensively. The 2015 correlation data gained from typical provinces such as Gansu and Jilin provinces and the evaluate result tested the effectiveness and practicability of this evaluation model. According to the results, some conclusion and suggestions improved wind energy efficiency were given accordingly.
