“后补助”机制是近年来才逐步探索试行的一种科研经费投入机制,是对现有国家财政科技经费资助方式的有益补充。以国内后补政策为研究对象,从实施地域、涉及部门、支持对象与方式、资助标准等方面总结分析国内部分省市后补助政策特点,结合宁夏实施后补助政策实践中的问题,借鉴提出建立研发费用报销制度、发放“科技创新补助券”、加强对创新链条中科技服务业支持等后补助方式,以期不断完善宁夏科技创新后补助政策。
