为有效应对长期困扰西部高校科研实力低下、高端人才匮乏、地区经济持续增长乏力的困境,提出了“外智引联”的新型跨区域多主体合作模式。为解决外智引联型创新团队因任务随意指派、任务分配不均等问题导致的任务执行效果差、高端人才大量流失、团队生命周期短暂等管理难题,在综合分析任务分配影响因素的基础上,构建了任务分配数学模型及匹配算法,最后运用具体案例验证了方法的可行性,能够对外智引联型创新团队高效管理及政府科学决策提供重要的参考价值。

In order to effectively deal with long-standing dilemma in Western universities,such as low scientific research ability, shortage of high-level talent, weak continual economic growth strength, so we proposed "intelligence-alliance" a new inter-regional and multi-agent cooperation mode. To solve the intelligence-alliance innovation team as the task at random assignment, task inequality issues leads to task execution result is bad,huge outflow of talent brain drain,team life cycle is shorter and other management problems, on the basis of comprehensive analysis the task allocation influence factors, Constructs the corresponding mathematical model of task assignment and put forward the matching algorithms, and finally use a specific case to verify the feasibility of the method that can provide important reference value for intelligence-alliance innovation team high efficient management and government decision-making scientifically.
