项目群工期目标是南水北调工程项目群目标之一，如何花费最低达到合同约定的项目群工期目标已成为南水北调工程项目群优化的主要问题之一。本文从业主视角出发，通过对费用最低的项目群工期优化机理的分析，利用压缩关键线路上的项目或者同时压缩关键线路、非关键线路上项目的方法，分析了压缩项目群工期对项目本身、关键线路、非关键线路上项目的影响，并考虑了业主因项目群工期压缩而获得的收益，据此构建了基于费用最低的项目群工期优化模型。结合南水北调中线京石段应急供水工程第六标项目群的工期优化，对模型进行了实证分析。本文的研究成果为业主科学地进行大型工程项目群工期优化提供了参考。
