欧盟科研项目管理专业机构现状调查研究

Research on current status of S&T program management agencies in European Union

摘要:

依托专业机构管理项目是深化中央财政科技计划(专项、基金等)管理改革的重点和难点,是推动政府科技管理职能转变的重大举措。在科技部派代表团赴欧盟实地调研的基础上,本文对欧盟科研项目管理专业机构及地平线2020计划管理等有关情况进行了总结和分析：深入讨论了专业机构的基本情况、项目管理的流程及对我国的启示等相关内容。

Abstract:

Authorizing program management agencies to manage S T projects is the key point and difficult point for deepening management reform of central finance funded S T program. It is also a major measure for pushing the functional transformation of S T management by government. Base on on-site study to EU, we summarized and analyzed modalities of EU S T program management agencies and how they manage the EU S T program “Horizon 2020”. The research includes basic status of EU program management agencies, management process of S T program in EU and suggestion to the building and operation of China’s program management agencies.
