[摘要]
分析当前“一带一路”中欧国际货运班列运行问题中的因果关系,认为国际中转枢纽港地位和功能缺失是制约中欧班列集成运作系统形成的关键因素。按这一思路,在梳理国际中转枢纽港战略理论的基础上,提出运用国际中转枢纽港形成国际物流境内集货、中转和发车等功能,并将其作为构成跨境快速通道网络中的内陆起始港,为国际物流快速通道网络在时间、空间和经济绩效指标比较方面奠定了理论基础。在阐述了国际中转枢纽港形成必要条件的基础上,提出构建以西安(陆)港作为国际中转枢纽港进行中欧班列集成运作的模型;结合当前各地中欧班列孤立运作与集成运作模式的比较,验证了构建国际中转枢纽港战略理论与中欧班列集成运作的合理性;总结了相关结论,并提出了中欧班列集成运作的相关建议。

The paper analysis the current problems of China- Europe trains in “one Belt and one Road ”, it thinks that lack international transit hub port status and functions are the key factors to form China- Europe trains integrated operation system. From this idea,It combs international transit hub port strategy theories, With international transit hub port to form the domestic goods collection, transfer and start in international railway fast network, It is form the cross border railway fast networks with the international transit hub port function. To create the time, space and economic performance indicators of railway fast network. In this paper ,it state the necessary conditions for a international transit hub port forming, Put forward the choice of the Xi "an inland port as the international transit hub port for China-Europe trains integrated operation model, and compared China-Europe trains isolation operation with integrated operation model,The rationality of the international transit hub port strategy theory is proved by simulation,it summarized and puts forward relevant Suggestions.
