［］从新制度主义的角度看,构成大学科研发展生态的基本要素包括大学外部的制度环境、大学理念、大学内部的正式制度。其中,制度环境是基石,大学理念是灵魂,正式制度是肌体。制度环境是根本性的,它决定和制约着大学内部的制度设计,影响着大学理念的形成。正式制度既是制度环境的具体体现者,也是大学理念的具体承载者。良好的大学理念一旦形成,就能为大学科研的发展提供精神凭借和理念支撑,推动大学形成各种良好的正式制度和非正式约束。这就实现了新制度主义所说的制度与意识形态方面的良性互动。在一个良性互动的大学科研发展生态体系中,一以贯之的是作为理念、文化与制度的“学术自由”。

Abstract:

The perspective of new institutionalism, constitute the basic elements of university scientific research development the system of the external environment, including university college within the formal system and university concept. Among them, the institutional environment is the cornerstone, the university idea is the soul, the formal system is the body. The institutional environment is fundamental, it decides and restricts the college within the system design, affects the formation of the concept of university. A formal system is a concrete manifestation of the institutional environment, but also the specific carrier of university concept. Good university idea once formed, it can offer spirit with the idea for the development of university research support, and promote the university to take all kinds of good formal system and informal constraints. This system has realized the new institutionalism said with ideological benign interaction. In a benign interaction in the ecological system of university scientific research development, a consistent as a concept, culture and the system of "academic freedom".
