Abstract:Regional patent policy coordination failure has become the root cause which is restricting its expected efficiency.Viewing in the double-dimensional perspective of patent and industry,basing on elementary structure of policies and being guided by intellectual property value chain theory,the paper deconstructs patent policy coordination into three dimensions:policy subjects coordination,policy objectives coordination and policy measures coordination,and deduces its internal factors and accordingly establishes a a quantitative standard manual.Through the empirical study of patent policies of Jiangsu province,it shows that there are shortage of labor division and cooperation among lateral decision-making subjects in policy subjects coordination,absence of induced point layout in policy objectives coordination,the fragmentation of resource matching in policy measures coordination.Finally, the paper puts forwards related suggestions to improve policy coordination of Jiangsu province.
