战略性新兴产业创新集群的发展是促进以创新引领产业转型升级和经济跨越发展的重要手段。近年来在我国涌现了一批产学研跨组织知识集成机构，如产业技术研究院、航空高技术产业园等，这些跨组织知识集成机构为战略性新兴产业创新集群网络的培育提供了有力的支撑和发展平台。本文界定了基于产学研跨组织知识集成的战略性新兴产业创新集群网络的内涵；设计了其创新集群网络的结构；提出了创新集群网络的发展模式以及演化路径；探究了如何依托产学研跨组织知识集成机构发展战略性新兴产业创新集群网络的政策措施，旨在为我国战略性新兴产业创新集群的培育和发展提供借鉴和参考。

S: The development of strategic emerging industry innovation cluster is an important way to promote innovation-oriented industrial transformation and upgrading, and to realize lead-over development of economy. In recent years, a number of cross-organizational knowledge integration institutes emerge in China , such as industrial technology research institute and aviation high-tech industrial park etc, these cross-organizational knowledge integration institutes provide strong support and a development platform for the nurture of strategic emerging industry innovation cluster network. This paper defines the meaning of strategic emerging industry innovation cluster network based on the cross-organizational knowledge integration; plans the structure of the innovation cluster network; advances the development pattern and evolution path of the innovation cluster network; explores the policy measures that how to develop the strategic emerging industry innovation cluster network relying on cross-organizational knowledge integration institutes. This paper can provide references for the cultivation and development of Chinese strategic emerging industry innovation cluster.S
