区域科技创新资源优化配置是供给侧改革在科技领域的重要体现,是通过科技创新提升区域竞争力的内涵式前提。主体参与机制与资源要素配置机理是区域科技创新资源配置体系的重要组成部分,而改进蚁群算法是优化该配置体系的有效方法。根据区域科技创新资源的要素分类进行配置筛选,由于资源筛选是一个非线性组合优化的过程,因此通过改进蚁群算法的多次迭代运算,发现启发式信息、正反馈机制、信息素挥发机制是影响主体参与机制和资源要素配置的3个决定因子。最后根据政府的参与实证为例,提出了可以寻找最优经济和社会效益导向下的区域科技创新资源最优配置体系。

the regional science and technology innovation resources optimization configuration is reform important embodiment in the field of science and technology, the supply side is the connotative premise of enhancing regional competitiveness through science and technology innovation. Main body participation mechanism and resources allocation mechanism are the most important parts of regional scientific and technological innovation resources allocation system, which improved ant colony algorithm is an effective method to optimize configuration of the system. According to the classification of the elements of regional scientific and technological innovation resources configured screening, due to the resource selection is a nonlinear combinatorial optimization of the process, therefore the improved ant colony algorithm through the multiple iterative operation, found that the heuristic information, the positive feedback mechanism, the pheromone volatilization mechanism are elements influence the main body participation mechanism and resource configuration of three decision factors. According to the empirical, for example, the participation of the government proposed to search for the optimal economic and social benefits under the guide of regional scientific and technological innovation resources optimal allocation system.
