政产学研协作数据库的知识产权保护机制研究——基于上海材料基因组数据库的范式分析

摘要:

从项目管理角度研究政产学研协作数据库的知识产权保护机制,基于数据库项目管理五阶段论提出适用于政产学研数据库的知识产权管理模型,并以上海材料基因组数据库项目为例,详细阐述项目启动阶段的数据库知识产权战略部署、项目计划阶段的数据库知识产权计划设置、项目实施阶段的数据库知识产权保护措施、项目监测阶段的知识产权管理、项目完成阶段的知识产权运用,形成了一套系统化、全方位的政产学研数据库项目的知识产权保护体制。

Abstract:

The paper studies the intellectual property protection mechanism of government- industry-academy collaboration databases from the perspective of project management. It proposes intellectual property management strategies in response to the five phases of database project management. Taking Shanghai Genome Material database as an example, it elaborates in detail on database intellectual property strategy deployment in the project initiation phase, database intellectual property planning in the project planning phase, database intellectual property protection in the project execution phase, database intellectual property management in the project monitoring phase, database intellectual property application in the project closure phase, and therefore forms a set of systematic and comprehensive intellectual property protection mechanism for database project under the collaboration of government, industry and academy.
