基于创新驱动发展战略及我国战略联盟的现状,提出产业技术创新战略联盟运行效率的重要意义。首先,对其概念进行界定,分析与其他联盟的区别,构建基于主导者类型的联盟运行模式；其次,从提升科技创新视角构建联盟运行效率评价指标体系；然后,利用两阶段关联DEA法对云南省23家产业技术创新战略联盟进行运行效率比较分析,构建基于技术研发和成果转化的两阶段效率矩阵图；最后,对不同运行模式下联盟的运行效率进行分析,总结不同运行模式下联盟的适用条件,并提出有针对性的对策建议。

Based on innovation-driven development strategy and the present performance of strategic alliance in China, this paper proposes the significance of the operation efficiency of industrial technology innovation strategic alliance. First, the paper defines the concept of industrial technology innovation alliance, analyzes the differences with other alliances and builds alliance mode based on the different dominated leaders; Second, the paper builds operational efficiency evaluation index system from the perspective of improving science and technology innovation capability; Then, the paper uses two-stage correlative DEA method to comparative analyze the operation efficiency of 23 industrial technology innovation strategic alliance in Yunnan Province, and builds two-stage efficiency matrix based on technology R D and achievements transformation. At the end, the paper analyzes the operation efficiency and summarizes the applicability of alliances with different operation modes, then puts forward some targeted suggestions.
