2016年我国矿山环境全面治理翻开新的一页,面对大量的历史遗留废弃矿山环境治理,将环保PPP 模式移植到矿山环境治理领域,解决矿山环境治理资金不足困境,是值得研究的问题。论文分析了PPP模式的应用背景,废弃矿山环境治理PPP模式适用性、PPP项目设计方法以及吸引社会资本投资等问题。提出了PPP模式应用废弃矿山环境治理机制的创新思路；从矿山环境治理项目本身特点、政府能力和私人部门能力三方面合理选择PPP模式和项目设计；尽快完善相关PPP模式的法规、政策和设立专门机构和充实PPP项目相关人才库,规避矿山环境治理PPP模式过程中的问题。

This paper analyzes the application background of PPP model, the applicability of PPP model in mine environment management, the design method of PPP project and the attraction of social capital investment and other issues.Put forward the PPP model of the innovation of mine environmental governance mechanism; from the three aspects of the mine environmental governance projects, the government capacity and private sector capacity is reasonable Select the PPP mode and project design; improve the relevant PPP model regulations, policies and the establishment of specialized agencies and enrich the PPP project related talent pool as soon as possible,To avoid the problems in the process of PPP model of mine environmental management.
