运用仁慈型的DEA交叉效率模型,对2002~2014年长江中游城市群的高技术产业与传统工业融合效率进行了评价。研究发现,从总体上来看,长江中游城市群高技术产业与传统工业的融合效率可以分为两个阶段:第一阶段为 2002年至2007 年,高技术产业与传统工业融合效率总体上呈现稳步上升状态,第二阶段为 2008 年至 2014年,高技术产业与传统工业的融合效率呈稳步下降趋势,说明高技术产业与传统工业的融合质量在下降。从空间上来看,武汉城市圈和环长株潭城市群高技术产业与传统工业的发展处于较高水平的非均衡发展阶段,两产业融合效率呈现先上升后下降的趋势,并且武汉城市圈与环长株潭城市群相比,处于更高水平的非均衡发展阶段;环鄱阳湖城市群高技术产业与传统工业的发展处于低水平的均衡发展阶段,两产业融合效率呈现较高的稳定增长趋势。在此基础上,提出了促进长江中游城市群高技术产业与传统工业融合的政策建议。

This paper uses the benevolent DEA cross-efficiency model to evaluate the integration efficiency between high-tech industry and traditional industry of urban agglomeration in the middle reaches of Yangtze River during the period of 2001-2013. The results indicate that from a general point of view, the integration efficiency between high-tech industry and traditional industry of urban agglomeration in the middle reaches of Yangtze River can be divided into two phases: in the first stage of 2002 to 2007, the integration efficiency between high-tech industry and traditional industry has shown a steady rise on the whole, whereas in the second stage of 2008 to 2014, the integration efficiency showed a steady decline trend, which illustrated integration quality was deteriorating. In the perspective of space, the development of high-tech industry and traditional industry of Wuhan city circle and ring Chang-Zhu-Tan urban agglomeration was at a high level of non-equilibrium development stage, and two industries’ integration efficiency first increased and then decreased. And compared with ring Chang-Zhu-Tan urban agglomeration, Wuhan city circle was at a higher level of non-balanced development stage. The development of high-tech industry and traditional industry of urban agglomeration around Poyang Lake was at a low level of balanced development stage, and two industries’ integration efficiency showed a higher steady growth trend. On this basis, the paper puts forward some policy suggestions to promote the integration development between high-tech industry and traditional industry of urban agglomeration in the middle reaches of Yangtze River.
