供给侧结构性改革的根本路径在于创新,通过制度创新和科技创新,促进经济发展转型升级,打造经济发展新动力。建立完善科技资源共享机制,促进社会化协同创新,已成为一个亟待解决的重大课题。通过问卷调查和深度访谈,结果发现,科技资源共享的影响因素主要存在于市场、政府政策、系统、意识与环境等方面。根据系统动力学理论,本文构建科技资源共享系统与模型,力图演示要素之间变化规律和运行机制,产学研政是科技资源共享主体,经济利益、绩效目标和价值导向是科技资源共享运行机制的内在驱动力,开放(open)、自取(access)、创新(innovation)和分享(sharing)4个核心环节有机联系循环往复构成科技资源共享运行过程。最后,提出加快建立科技资源共享创新平台、配套完善科技资源共享激励机制、积极营造资源共享社会文化氛围等建议。本研究有助于探索科技资源共享模式,促进协同创新,对政府优化科技创新环境和完善相关政策、对企业提升创新绩效促进转型升级,均具有一定的参考意义。

China should strengthen structural reform of the supply front to increase the quality and efficiency of supply system and provide a growth impetus for sustainable economic development through system innovation and technological innovation. It is very urgent to establish technical resources sharing mechanism and promote the collaborative innovation. Through the questionnaire survey and in-depth interviews, we found that the influence factors of S&T resources sharing mainly exist in the market, the government policy, system, consciousness and environment, etc. The study built a system model of S&T resources sharing according to system dynamics theory, tries to demonstrate change rules and operational mechanism between elements. The main bodies of S&T resources include enterprise, universities, scientific research institutes and government department. Economic interests, performance objectives and value orientations constitute the internal driving forces of S&T resources sharing mechanism. The operational process of S&T resource sharing incorporate four core links, “open”, “access”, “innovation” and “sharing”, they are organic connection and move in circles. Finally, the study proposed to establish the platform of S&T resources sharing and innovation, perfect incentive mechanism of supporting S&T resources sharing, actively create social culture atmosphere of resource sharing. The study provide certain reference significance of exploring modes of S&T resources sharing and promoting collaborative innovation. It will help optimize the environment of S&T innovation and improve relevant policies for the government, and enhance the innovative performance and promote transformation and upgrading for the enterprises.
