Research on Evaluation Model of ChineseScience and Technology Program

摘要:

建立统一的评估机制是当前国家科技计划管理改革的重要内容之一。本文在对国家科技计划评估现状分析的基础上,借鉴美国、欧盟和日本科技计划评估经验,提出了“一二五”的评估模式,并在评估组织、评估内容和评估结果运用方面进行了初步思考,以期对国家科技计划评估工作有所借鉴。

Abstract:

The construction of evaluation system has become one of the urgent problems since the management reform of the Chinese science and technology plan. Basing on analyzing the current situation of evaluation of the Chinese science and technology plan, learning the evaluation experiences of science and technology plan from the US, EU, and Japan, the article comes up with the new evaluation model, and carries on some preliminary thinking on evaluation organization, evaluation content, and the using of evaluation result, for the purpose of getting some lessons on the evaluation of Chinese science and technology plan.
