科技园区共生网络治理机制研究

Study on Governance Mechanism of Science and Technology park SybioSis Network

摘要:

共生网络治理是科技园区在产业升级的时代背景下,满足多主体利益诉求、资源深度整合、组织关系协调可持续发展的有效模式。面对科技园区转型升级过程中出现的的主体间粘性偏低、协调性不足等一系列影响合作行为有效性的问题,基于共生网络治理角度探索产业升级基本规律,通过构建共生网络治理模型深入分析其市场交易环境及机制间相互作用机理,在此基础上运用Logistic Growth规律及成本理论确定出共生网络治理单元。最后结合治理机制及治理单元从属网络类型提出依托型共生网络治理应侧重发挥学习机制的保障作用来降低技术势差,平等型共生网络治理应侧重利用信任及学习机制作用保持自身竞争优势的稳定,嵌套型共生网络治理应在各机制配合下着重加强制度机制及生态治理机制约束力的建议。

Abstract:

Under the background of industrial upgrading in science and technology park,Network governance is an effective pattern that it satisfies the demands of the multiple interests,integrates the resources deeply,and promotes the coordinated and sustainable development of organization relationship.Facing a series of questions which influences the effectiveness of cooperative behavior,such as low correlations among different main body and lack of coordination appeared in the process of transformation and upgrading in science and technology park,explore the basic rule of industrial upgrading in view of the symbiosis network governance,through construction the symbiosis network governance model,detailed analyse theSmarket trading environment and interaction mechanisms,and furthermore,application logisticSgrowthSlawSandScostStheory to determining theSsymbiosisSnetworkSgovernanceSunit.At last,according to governance mechanism and which symbiosis network type the unit belongs to, the article offer suggestions including that the rely symbiosis network governance should focus on the protection function of learning mechanism to reduce the technical potential gap,the equal symbiosis network governance should focus on the function of trust and learning mechanism to maintain the stability of its competitive advantage, and the nested symbiosis network governance should focus on strengthens institutional mechanisms and ecological governance mechanisms binding with the mechanisms of cooperation.
