科技创新的重要性日益为社会所认知,也成为区域竞争的重要手段。工业企业是科技创新的主体,工业企业科技创新效率的水平是一个地区科技创新能力的关键体现。通过三阶段DEA分析,能够克服传统DEA分析忽视环境变量影响的局限性。剔除环境变量的影响,能够发现区域间工业企业科技创新效率的差距在扩大而非缩小;我国区域科技创新效率领先的地区主要是经济发达的省市,山西等中部省份并未达到工业企业科技创新的前沿,仍然处于规模报酬递增的阶段;中西部地区既要争取更多地科技创新资源投入,更要着力提高自身的科技创新效率。

The importance of scientific and technological innovation is increasingly recognized by the community, has become an important means of regional competition. Industrial enterprises are the main body of scientific and technological innovation, and the level of scientific and technological innovation efficiency of industrial enterprises is a key manifestation of scientific and technological innovation capability of a region. The three-stage DEA analysis can overcome the limitations of traditional DEA analysis in ignoring environmental variables. The impact of the removal of environmental variables can be found in the gap between the efficiency of regional science and technology innovation among industrial enterprises in expanding rather than narrowing. The leading areas of China"s regional scientific and technological innovation efficiency are economically developed provinces and municipalities, Shanxi and other central provinces have not reached the forefront of scientific and technological innovation of industrial enterprises and is still in the stage of increasing returns to scale. The central and western regions should strive for more investment in scientific and technological innovation resources, but also to focus on improving their technological innovation efficiency.
