中国R&D投入及其内部结构的比较研究

A comparative study of Chinese R&D investment and its internal structure

摘要:

文章通过对中国R D活动的投入及其内部结构的比较分析,研究发现中国R D活动的内部结构正在不断优化,但仍然存在R D经费投入强度低且三类活动投入比重不平衡、R D人员数量少且学历结构不合理、东中西部R D投入差距大且中西部R D活动进展速度缓慢、R D投入的省际差距较大的问题,针对这些问题,提出需要进一步平衡R D三类活动的投入比重、优化R D从业人员学历结构、建设产学研资源共享平台、加强政府的调节和衔接作用等建议。

Abstract:

Through comparatively analyzing the investment in R D activities of China and its internal structure , we found that the internal structure of R D activities in China is constantly optimizing, but there is still a low R D intensity and the input proportion of three kinds of activities for R D funds are imbalance, less number of R D personnel input and its structure is unreasonable , the R D input gap among China’s Eastern , Central and Western region is large and the Central and Western region’s R D activity progress is slow, the provincial gap in R D input is still large . To solve these problems, we put forward some suggestions , balancing the proportion of three types of activities in investment R D , optimizing the structure of R D personnel qualifications,constructing the resources sharing platform of industry-university-institute and strengthen the regulation of the government and cohesion and so on.
