Abstract:With the deepening of the administrative tendency, this paper examines the effect of dual power integration on academic resource allocation by multivariate ordinal probit models and propensity score matching (PSM), using a sample of 5128 National Social Science Fund Project data in 2008 and 2014. Through rigorous exercises, we find that the "dual power" will have a positive impact on the allocation of academic resources, after the control of the University Scholars' own endowment, and improve the impact of 11% by means of PSM. And the probability of the administrative power to obtain the resources is about 3% higher than the academic power, which is beginning to show a weakening trend. With the upgrading of the administrative level, the impact of the dual power on the resources will tend to strengthen, and the trend will be more significant at a higher level of resources. The research is of great significance to improve the academic supervision and the power supervision mechanism, and regulate the influence of the "dual power integration" on the academic resource allocation and the protection of academic freedom.
