伴随“海量专利”形成、知识产权强国战略实施的深化,专利运营成为融合创新链与产业链的桥梁,倍受业界创新的关注和政府政策的倾斜。然而,受制于专利运营市场供求不旺、规则缺失等因素影响,依仗于专利运营市场结构要素及运营规律把脉的专利运营市场绩效欠佳。本文对接专利运营实践,从系统观视角,探究了专利运营市场的内涵、结构要素机运行机理,辨析了现有专利运营市场成长尚存问题,并对接政府培育实践提出了提高专利运营市场绩效的建议。

Abstract:

With the formation of "patent sea since the market efficiency is limited by the shortage of market supply and demand and the the absence of patent operation regulations, the operation performance based on the market structure and the market operating rule behaves not well. According to patent operation practice, in the perspective of System Theory view, this paper explores the connotation, the characteristics and the structural element relationships of patent operation market. Furthermore, this paper diagnoses the current problems in the practice of cultivating the patent operation market and offers some references for it.
