城市公共充电网络的建立是电动汽车行业长远持续发展的必然要求,同时会对城市空间及社会形态带来显著影响。在国家大力支持电动汽车发展,鼓励建立公共充电网络的背景下,各类物业对外开放充电设施的可能性和意愿,极大地限制了城市共充电网络建立的可行性及其对城市发展的影响。文章通过问卷调查分析了城市电动汽车公共充电网络建立的可行性,发现居住物业中充电基础设施的使用开放度极低;而非居住物业中充电基础设施的使用开放度较高,可以通过对外开放非居住物业中的充电基础设施,在夜间分担居住物业中的车辆停车及充电需要,建立“设施互补,削峰填谷”的城市公共充电网络。

The establishment of public charging network is the inevitable requirement of long-term sustainable development of electric vehicle industry, and would bring significant impact on urban spatial and social morphology. Under the background where state encourages the establishment of public charging network, the willingness of Property Management Companies to open up charging facilities greatly limits the feasibility of establishing the network and its impact on urban development. Through the Questionnaire Survey method, this paper analyzes the feasibility of establishment of urban public electric vehicle charging network, finds that openness of charging facilities in the residential property is very low while that in the non-residential property is relatively high. We thus recommend to establish the public charging network by sharing the charging facilities in the non-residential property in night to ease the charging difficulties faced by residential properties.
