科技投资、知识产权制度与区域创新能力——基于我国省际面板数据的双重门槛效应分析

摘要:

本文在文献回顾的基础上,运用可行广义最小二乘法初探了各地区科技投资以及知识产权保护对于区域创新绩效影响的差异性,并基于其中的非线性关系,以知识产权保护作为门槛变量分析科技投资与区域创新能力之间的双重门槛效应。研究发现,中等程度的知识产权保护力度有利于科技投资对于区域创新能力的促进作用,加大科技投资规模,优化知识产权保护力度,可以提高科技投资的使用效率,促进区域创新能力的提升。同时,政府部门切记走入盲目加大科技投资规模的误区,应根据各地现实情况合理调整知识产权保护力度,积极引导社会资金融入提高区域创新能力这一关键领域,切实推动中国社会经济转型与发展。

Abstract:

This paper use FGLS method, reviewed the differences influence of science and technology investment and the intellectual property protection to regional innovation performance influence. The study found that: China science and technology investment improve the regional innovation ability, and the protection of intellectual property rights also produce promoting effect to the promotion of regional innovation ability, but vary from region to region; And technology investment to the innovation of regional innovation ability is not a simple monotonically increasing or decreasing the influence of the influence degree and direction in different intellectual property protection range, namely the effect of science and technology investment to regional innovation ability will change from promoting to inhibition with the intellectual property protection increase, and show the characteristics of the double threshold, only the protection of intellectual property rights in the medium level, investment of science and technology will promote regional innovation ability effective .
