财政资金的稀缺性要求政府科技投入规模和结构决策具有科学性。分析福建省近15年来财政科技资金的投入与产出,发现其规模和结构效率偏低。通过C-D函数推导出政府科技投入的最优决策模型,以此逆向考察财政科技实际投入偏离最优值的程度;最后推算出未来5年内政府财政科技投入规模和结构配置的最优值,为科技决策提供相关依据。

The scarcity of fiscal resources requires the Government pursues good efficiency about innovation investment by making scientific decision on funds size and structure. After analyzing the inputs and outputs of fiscal innovation investment of Fujian province during the past 15 years ,this paper finds the effects of fiscal innovation size and structure are low. The optimal decision model for government innovation investment is derived from the C-D function model, and which is used to valuate both the investment size and structure deviations from the optimal investment size and structure. Finally, the optimal investment size and structure in the next five fiscal years are predicted by applying this decision model.
