科研院所视角下农业科技政策改革的若干思考

The Thinking of the Reform of Agricultural Science and Technology Policy Based on the Perspective of Scientific Research Institutes

摘要:

农业科研院所是执行农业科技政策执行及影响执行效果的重要力量，从农业科研院所的视角，研究国家农业科技政策变革的深层原因、变革规律、政策效果等内容，对于进一步完善农业科技政策具有重要意义。本论文以基于农业科研院所的农业科技政策变迁为主线，采取分类梳理、经验总结和调查研究的方法，对“十二五”以来国家农业科技政策演变规律、执行效果、农业科研院所发展的困境及农业科技发展面临的新形势进行分析，提出进一步推动农业科技政策改革的对策建议。

Abstract:

Agricultural scientific research institutes are the important force of agricultural science and technology policy execution as well as it’s implementation effect.The study on the deep reason, changing law and policy effect of the reform is of great significance to further improving agricultural science and technology policies based on the perspective of agricultural scientific research institutes.Taking the policy change of agricultural scientific research institutes as the main line and using the methods of classifying, experience summarized and investigating , this paper analyzed the evolution law,implementation effect of the national agriculture science and technology policy ,the plight of agricultural scientific research institutes’ development ,and the new situation which the development of agricultural science and technology was faced with.Finally it put forward some suggestions on how to promote the reform of agricultural science and technology policies.
