开发区创新驱动发展的核心载体建设——基于江苏花桥经济开发区的调研

Research on the Construction of Core Innovation Carrier in Driving Development Zone ——Based on the Investigation of Jiangsu HUAQIAO Economic Development Zone

实地走访及调研江苏花桥经济开发区经济发展局、重点创新载体及其主要负责人,全面深入了解及分析花桥企业科技创新载体、科技产业园、创业孵化平台、公共创新服务平台等创新驱动发展的四大核心载体建设情况,发现花桥经济开发区创新载体建设存在数量少、规模小、层次低、协同弱等一系列不足,根源在于花桥在产业结构定位、周边城市同质化竞争、人才支撑不足、发展环境不理想等方面的制约,提出“一个中心、两个同步、三大产业、四类环境”的核心载体建设思路、重点方向及保障措施。

Abstract:

The economic development office, key innovation carrier and its main person in charge of HUAQIAO economic development zone in Jiangsu are visited and investigated in the paper. The development situation of four core innovation carriers in HUAQIAO has been comprehensively understood and analyzed from the carrier of enterprise technological innovation, science and technology park, business incubation platform and public innovation service platform. There are problems of less quantity, small scale, low level, bad collaboration in constructing innovation carriers. Such problems exist because of the restricting factors of industrial structure location, surrounding urban homogeneity competition, lack of talents, poor development environment in HUAQIAO. The thinking, key direction and safeguard measures of constructing core carriers are put forward in regard to above problems based on the "one center, two synchronous, three industries, four types of environment
