专业机构管理是世界主要发达国家科技项目管理的通行模式。2014年,国务院印发《关于深化中央财政科技计划(专项、基金等)管理改革的方案》,提出依托专业机构管理项目,将现有具备条件的科研管理类事业单位等改造成规范的项目管理专业机构,由专业机构对项目实行全过程管理,实现对目标负责。德国作为科技创新强国,已有了近40年的专业机构管理经验,为深入了解德国专业机构情况,本文综合阐述了德国专业机构管理现状,并结合实际情况剖析了对我国专业机构改建的启示。

It is a common practice to authorize specific program management agencies to manage S T program in developed countries. In 2014, the Stata Council released the Plan for Deepening the Reform of Central Government financed S T program. The plan require authorizing program management agencies to manage S T projects and transforming existing S T management institutes into qualified program management agencies is the first step. The government will supervise the whole management process by program management agencies instead of direct management. Germany as one of the great S T nation, has over 40 years of history, authoring program management agencies to manage various S T programs. To further understand German program management agencies, we summarize current status of these agencies and propose suggestions to the building and operation of China’s program management agencies.
